The Syrian Constitutional Declaration
Chapter on General Provisions in the Syrian Constitutional Declaration:
• The Syrian Republic is an independent, sovereign state.
• The state establishes a political system based on the separation of powers.
• The religion of the President of the Republic is Islam.
• Freedom of belief is protected.
• The state respects all heavenly religions.
• The state guarantees the freedom to perform religious rituals, provided that they do not disturb public order.
• The personal status of sects is protected and respected in accordance with the law.
• Arabic is the official language of the country.
• Damascus is the capital of the Syrian Arab Republic.
• The state’s emblem and national anthem shall be determined by law.
• The official Syrian flag is the familiar flag with 3 stars.
• The state is committed to preserving the unity of Syrian territory.
• Criminalizing calls for division, separation and requests for foreign intervention or external support.
• The state is committed to achieving coexistence and societal stability, and maintaining civil peace.
• Preventing the incitement of strife and violence.
• The state guarantees the cultural diversity of Syrian society in all its components.
• The state guarantees the fight against corruption.
• The state seeks to coordinate with relevant countries and entities to support the reconstruction process in Syria.
• Removing obstacles to the voluntary return of refugees, internally displaced persons, and all forcibly displaced persons, in cooperation with relevant countries and organizations.
• The state is committed to combating all types and forms of violent extremism.
• The state respects rights and freedoms.
• The army is a professional national institution.
• The army’s mission is to protect the country and preserve its security, safety and territorial integrity.
• The work of the army must be consistent with the rule of law and the protection of human rights.
• It is prohibited to establish military or paramilitary formations, divisions or organizations.
• Restricting weapons to the state.
• The national economy aims to achieve social justice and comprehensive economic development.
• The national economy aims to increase production and raise the standard of living for citizens.
• The national economy is based on the principle of free and fair competition and the prevention of monopoly.
• The state encourages investment and protects investors in an attractive legal environment.

Chapter on rights and freedoms in the Syrian Constitutional Declaration:
• The state guarantees the rights and freedoms of citizens.
• The State shall protect the sanctity of private life.
• Any attack on privacy is a crime punishable by law.
• The citizen has the freedom of movement, and the citizen may not be expelled from his homeland or prevented from returning to it.
• The State shall protect the right to political participation and the formation of parties on national foundations, in accordance with a new law.
• The state guarantees the work of associations and unions.
• Work is a right for the citizen.
• The State guarantees the principle of equal opportunities among citizens.
The right to private property is protected.
• Private property shall not be expropriated except for the public good and in return for just compensation.
• Ownership of public funds is protected.
• The state preserves, invests and uses natural resources for the benefit of society.
• Punishment is personal, and there is no crime or punishment except by text.
• The right to litigate, defend and pursue appeals is protected by law.
• It is prohibited to stipulate in the laws that any administrative action or decision is immune from judicial control.
• The accused is innocent until proven guilty by a final court ruling.
• The state protects human dignity and the sanctity of the body.
• The State prohibits enforced disappearance and physical and psychological torture.
• Torture crimes are not subject to a statute of limitations.
• No person may be arrested, detained, or have his freedom restricted except by a judicial decision, with the exception of a flagrante delicto.
• The homes are protected.
• It is not permissible to enter or search homes except in the cases specified by law.
• The family is the nucleus of society, and the state is committed to protecting it.
• The state preserves the social status of women.
• The state guarantees women’s right to education and work.
• The state guarantees the social, economic and political rights of women.
• The State shall protect women from all forms of oppression, injustice and violence.
• The State shall work to protect children from exploitation and abuse.
• The State guarantees children’s right to education and health care.
