The economic situation and the conditions of living under the dome of the People’s Assembly

The members of People’s Assembly (Parliament) have discussed the economic and living situation in light of the coercive measures that Syria is exposed to and government steps to face the repercussions of those measures on the reality of citizens’ lives.

The Speaker of People’s Assembly Hamouda Sabbagh said that the process of following up the issues to do with the wellbeing of the country and people has not been interrupted, as the past weeks have witnessed a number of meetings of the permanent parliamentary committees with the ministers.

“We are facing at this stage a qualitative escalation in the war against us and our country, except that we are able, with our determination, cohesion, and our national unity, to confront the wars that we are being subjected to,” Sabbagh said.

For his part, Prime Minister Eng. Emad Khamis, who attended the session with other ministers on June 8, said:

“We are meeting today with our country in its various sectors, devices and institutions gradually returning to normal daily life after several months of precautionary measures taken by the government to prevent the spread of the Coronavirus, which remains a challenge for all countries.”

Eng. Khamis said that the new war led by the conspiratorial countries on our country by stealing its wealth and resources and trying to impoverish its people was reflected in the tightening of unilateral coercive measures on Syria and preventing it from securing the needs of its people and institutions except with great difficulty and impeding the country’s investment through  its border crossings which have been liberated from terrorism.

This has negatively reflected on efforts to restore the country’s foreign exchange earnings at a time when the state’s development and service projects were expanding over the previous years, with our army liberating every region and city from the control of terrorists and the entry of state institutions to these liberated areas to rehabilitate their service facilities, reform their  infrastructure, and provide their  residents with various health, educational, and relief services .

Engineer Khamis added that the ugly face of these countries became clearer  with the spread of the Corona epidemic, as the United States and the European Union refused to lift these measures despite the international and public organizations explicitly and publicly acknowledging their impact and obstructing the efforts of the Syrian state in confronting the spread of the epidemic.

Eng. Khamis indicated that the American administration today is taking a new step in its declared hostility project towards  the Syrian people by imposing new unilateral measures that directly target the livelihood of the Syrian citizen and the work of the state’s institutions that strive since the beginning of the war to provide the needed services and subsidized goods despite all the challenges they face from harming their capabilities and the lack of its resources.

Eng. Khamis affirmed that our country, its people, its institutions and its leadership have withstood for nine years of war and that today, in the face of unilateral and coercive measures, our country will be more determined and willing to complete its victory and overcome the hostile measures imposed on it, starting from the state’s strategy of self-reliance as a method of action achieved for the country during the previous decades of  self-sufficiency and food security, and this is what the government has worked on since it took over four years ago, and has invested billions of pounds in this field.

With regard to the exchange rate of the lira against foreign currencies, Eng. Khamis indicated that the exchange rate was recently affected by the tightening of external sanctions and conditions in some neighboring countries and the country’s increased consumption of imported raw materials entering the industry.

Eng. Khamis indicated that achieving stability in the exchange rate between the years 2017 and 2020 required  20 billion dollars, and that communication is being made with friendly countries to discuss options for enhancing the value of the lira, as well as making all possible efforts to reduce the exchange rate implications for the citizen’s livelihood and continuing economic development and enhancing local production in parallel with spending controlled and directed towards production.

He added that it is everyone’s responsibility to work responsibly and qualitatively to enhance self-reliance in light of the limited oil resources, tourism and industry, pointing out that stopping all activities of daily life due to tackling Corona has negatively affected many countries and its national currency has been subjected to pressure.

With regard to the production process, Eng.  Khamis indicated that the expenditures were directed towards production and the largest part of the budget was allocated to agricultural production and the cultivation of all areas and the restoration of factories and facilities in the public and private sectors, and many steps were taken to secure the raw materials needed for production in addition to continuing to support the handcraft industries.

He said that the government paid 400 billions SP as a result of increasing the price of wheat crop ( to the farmers ).

He added that terrorism was a major reason for the destruction of the oil sector and its revenues of  8 billion dollar  before the war and today 3.5 billion dollars are paid annually for the oil bill, while the Ministry of Oil spent  600 million dollar  to restart the gas facilities needed to produce electricity as gas production was increased from 6 million cubic meters to 14 million cubic meters per day, as well as securing the country’s need for wheat at a value of 800 million dollars annually.

He added  that the government has returned 800 thousand hectares to agriculture in the liberated areas, noting that setting a firm strategic plan for the work of all sectors requires the restoration of the entire land and the restoration of the oil sector in the eastern region.

He added that the plan that was recently approved in the Al-Ghab area in Hama countryside aims to support and revitalize the entire agricultural sector in all governorates, and a plan to rehabilitate the Al-Ghab area worth 69 billion pounds over a period of 6 years.

Eng. Khamis indicated that the situation will be restored to what it was in regards to medicines and the Ministry of Health will take the necessary steps to avoid any shortage of medicinal items in coordination with the drug production sector.

In the field of fighting corruption, Eng. Khamis indicated that hundreds of billions have been returned to the treasury as a result of opening big corruption investigations and that the relevant authorities are continuing to fight corruption at all levels.
