Promotion and Development of Quality Culture

DAMASCUS, (ST) -The Minister of Administrative Development, Dr. Hassan al-Nouri underlined the need to focus on the development of a new framework of a high quality of services and to deliver a message to the citizen.

The Minister, during the opening of the eighteenth National Symposium on Quality held by the Syrian Scientific Society for Quality in cooperation with the Ministries of Administrative Development and Industry under the theme “Together on the road of quality for reconstruction” at al-Assad National Library in Damascus, said that the ministry is working with the Ministry of Higher Education and the completion of the national reliability project of administrative leaders programs in cooperation with the Ministry of Higher Education, along with the creation of centers in the Ministry of Administrative Development in addition to finding the Supreme Administrative merit program in leadership institutions in a number of ministries such as health, education and industry.

Dr. al-Nouri called for the cooperation of all institutions and civil society organizations to build human capacity in the institutions so that the training could be a part of it and the move in dealing with outputs that can fit with our needs and the requirements of the next stage, to comply with quality standards.

The Minister pointed to the need to be realistic in the application of quality and taking advantage of the surrounding environment and good choice of targets and the employment of resources and maintenance of access to the foundations of success.

He pointed out that the ministry launched the reliability project concerning the rehabilitation of senior, middle and lower leaderships, pointing to the need to train 600 national ones on the level of Syria and the work to change the internal systems and organizational structure.

Dr. Mustafa al -Aghbar, the national prgram expert of quality talked in a presentation on “institutional change in the national policy of quality,” and explained that the institutional change is in need to address the humanitarian side constantly and regularly and start in the change from the top and the focus on the culture of the institution, referring to the government’s commitment to creating an enabling environment for the implementation of quality through amending the necessary legislation and through the formation of a regulatory body and a national council for quality and preparation of specifications in consistance with the best international practices.

Deputy Minister of Administrative Development Dr. Salam Saffaf in her presentation on “administrative development between the inevitability of change and constraints of applications clarified” that the administrative development is an integrated and comprehensive process that includes the development of human resource and increasing incentives to increase the effectiveness and quality of the performance, saying that the weak job performance and great inflation in the administrative bodies, corruption, bribery and lack of a sense of responsibility are administrative obstacles to development.”
