Presidential Decree announcing the ministerial formation of the government of the Syrian Arab Republic

Presidency of the Syrian Arab Republic:

Presidential Decree No. (9) of 2025

Based on the constitutional powers granted, the requirements of the national interest, and affirming the state’s commitment to enhancing efficiency and effectiveness in government work, the President of the Republic decides the following:

Article (1): The following gentlemen are appointed as members of the new Syrian government

A. Mr. Asaad Al-Shaibani as Minister of Foreign Affairs and Expatriates.

2. Mr. Murhaf Abu Qasra as Minister of Defense.

3. Mr. Anas Khattab as Minister of Interior.

4. Mr. Mazhar Al-Weis as Minister of Justice.

5. Mr. Muhammad Yusr Barniyeh as Minister of Finance.

6. Mr. Muhammad Nidal Al-Shaar as Minister of Economy and Industry after merging the Ministries of Industry, Trade, and Economy.

7. Mr. Muhammad Al-Bashir as Minister of Energy, after merging the Ministries of Electricity, Oil, Mineral Resources, and Water Resources.

8. Mr. Muhammad Shukri as Minister of Endowments.

and Mr. Muhammad Abdul Rahman Turko as Minister of Education

10. Mr. Marwan Al-Halabi, Minister of Higher Education and Scientific Research.

11. Mr. Musab Al-Ali, Minister of Health.

12. Ms. Hind Qabwat, Minister of Social Affairs and Labor.

13. Mr. Hamza Mustafa, Minister of Information.

14. Mr. Mohammed Anjarani, Minister of Local Administration and Environment
15. Mr. Abdul Salam Heikal, Minister of Communications and Information Technology.

16. Mr. Yarub Suleiman Badr, Minister of Transport.

17. Mr. Amjad Badr, Minister of Agriculture.

18. Mr. Mustafa Abdul Razzaq, Minister of Public Works and Housing.

19. Mr. Mohammed Yassin Saleh, Minister of Culture.

20. Mr. Mazen Al-Salhani, Minister of Tourism.

21. Mr. Mohammed Sameh Hamed, Minister of Sports and Youth.

22. Mr. Mohammed Hassan Skaf, Minister of Administrative Development.

23. Mr. Raed Al-Saleh, Minister of Emergency and Disaster Management.

Article (2): The ministers shall carry out their duties and exercise their powers in accordance with applicable laws and regulations.

Article (3): This decision shall be effective from the date of its issuance and shall be published in the Official Gazette.
