President Al-Assad issues a legislative decree guaranteeing the rights of persons with disabilities

President Bashar Al-Assad on Sunday issued Legislative Decree No. (19) of 2024 regarding the rights of persons with disabilities and the obligations of public and private parties towards them.
The decree aims to protect people with special needs, ensure their comprehensive integration into society, and defines the role of various bodies in meeting their educational and health needs, vocational rehabilitation, job opportunities social protection.
It also seeks to provide appropriate infrastructure for them, and ensuring their access to all electronic services, sports, cultural and recreational activities, and participation in political and public life as well as, benefiting from a number of exemptions, fees and taxes.
The decree clarifies the role of the media in spreading awareness in society about the concept of disability and specifies legal penalties against anyone who commits an act that diminishes the status and capabilities of a person with disability, in addition to establishing the National Council for the Affairs of Persons with Disabilities to be the authority that can do everything related to this category’s affairs and define its tasks and powers.
