DAMASCUS, (ST)_ The Syrian cabinet adopted, following two-days deliberations, Wednesday the Execution Plan for the political program of solving the crisis in Syria.
The Plan, according to Taysser al-Zoubi’, the Cabinet Secretary General , in a live Syrian TV coverage, includes the adoption of the political program for sorting the crisis out based on political pluralism, rejection of foreign interference, as well as renunciation of violence and terrorism.
A governmental working team, chaired by Premier Wael al-Halqi, with the membership of scores of concerned ministers, was formed as to execute what the Government would carry out to this effect.
The Plan calls on concerned countries, regional and international sides to stop the financing, arming and harboring of armed groups, and calls for immediate halt of violence in saving of the blood and protection of the homeland, as well as for the facilitation of the return of the displaced Syrians. once the armed groups would commit themselves accordingly, military operations would be halted reserving the right to self defense.
The Cabinet Plan calls on international community to support this political solution, combat terrorism, implement UN resolutions, embargo the weapons imports to the terrorist groups, and to refrain from providing political, and media support to them.
The Plan asked the Foreign and Expatriates Ministry to explain the Plan, and underscore the need for border control, as the Plan is based but on United Nations Charter, resolutions and Geneva Statement.
Governmental ad hoc Committees are to hold meetings to tackle the consequences of the terrorist sabotage acts, rehabilitate infrastructure, provide consumption materials, and providing reparations to the damaged, according to the Plan.
The Plan also calls on the Higher Committee for Relief to facilitate and coordinate humanitarian aid in collaboration with NGO’s and concerned organization inside and outside Syria.
The Ministry of National Reconciliation is assigned the role of supporting reconciliation initiatives in all of the Syrian Governorates, while the Ministry of Justice is to take necessary measures to release every one not-involved, and settle the conditions for those who put their weapons down, according to the Plan.
The Plan calls on national opposition, whether inside or outside Syria, for open dialogue with the Governmental team, as to convene National Dialogue Conference and draw a National Charter, which would outline principles of the Constitution’ which is, all in all, to be put into popular referendum.
The mission of current Government is to be considered concluded after this and an expanded government is to be formed and create a founding association for a new draft Constitution, which is to be put too into a popular referendum. The new laws are to be adopted and new parliamentary elections are then to take place, leading to a new government, national reconciliation conference, and general amnesty.
The Plan underscores commitment to the unity and territorial integrity of Syria, UN Charter and resolutions, calling on the Syrians to back the Plan in protection of the homeland.
