DAMASCUS, (ST)- Prime Minister Dr. Wael al –Halaqi underlined the need to make joint efforts to launch small and medium development projects to achieve sustainable development and food security and to provide new job opportunities that achieve economic stability for all villages and areas alike.
During a meeting to study the reality of implementing the government’s plans in the field of development and the establishment of small and medium-sized industrial projects, Dr. al -Halaqi clarified that the launch of these projects requires a national standard definition for development projects, one reference and a competent foundation that oversees these projects and unified regulatory mechanism that works on framing and institutionalization this foundation in addition to the provision of infrastructure and finding a fund provider.
“These projects need to activate the initiatives of federations and chambers to establish financial institutions that provide operating loans with the need to “get rid of the bureaucracy that hinder licensing” and the creation of incentives to facilitate their work and pay attention to training operations, rehabilitation and the creation of a national and unified map and mechanisms to start gradually these projects under the recovery and reconstruction phase,” Dr. al -Halaqi added.
He referred to the government’s keenness to protect and care for the Syrian National Industrial Product especially small and medium enterprises through the provision of the suitable environment for their work as they seek to fill the market needs of all goods and move to the export phase, stressing the importance of participatory between the private and the public sector in the development of national industry and the national economy and the government’s keenness to address the reality of the government industrial sector and its rehabilitation according to new priorities.
The Deputy Prime Minister for Services Affairs and Minister of Local Administration Eng. Omar Ghalaounji gave a presentation of the foundations of small and medium enterprises and the need to activate the role of the operating offices of local development in the provinces and the Corporation Loan Guarantee Authority to serve the launch process, stressing that these “projects constitute a need to deal with the repercussions of the crisis on the Syrian national economy ” and these projects will be the base and the foundation for major projects later and promote the concept of regional local economy.
The meeting discussed means of support and the development of small and medium enterprises and suitable ways to find their work and provide the right investment and legal climate for those in charge of these projects, support these projects and the creation of a unified national policy for all banks.
At the end of the meeting, the Ministry of Economy and Foreign Trade was assigned to prepare the institutional study and provide a vision for the establishment of these projects and submit them to the cabinet.
The meeting was attended by Ministers of Agriculture, Finance, Industry, Tourism, Economy and Foreign Trade, Secretary General of the Presidency of the Cabinet, Head of Planning and International Cooperation Commission, Governor of the Central Bank of Syria, Directors-General of public banks, heads of unions of craftsmen and exporters and chambers of industry and trade and agriculture, Director of the Central Bureau of Statistics and the Head of the Investment Authority.
Sharif al -Khatib
