GENEVA,(ST)_ Syria’s Permanent Representative to the UN Office and international organizations accredited in Geneva Husam eddin Alaa stressed that the Syrian government has maintained close cooperation with the UN in providing humanitarian assistance in light of the serious challenges, exacerbated by terrorists attacks against public and private infrastructure and service institutions in Syria, coincided with unilateral measures resulted in the reduction of quality services, used to provided by the Syrian government to the Syrian people before the crisis.
In a statement made during the briefing on the humanitarian situation in Syria and the situation of exiled Syrians in the region, yesterday, ambassador Alaa indicated the willingness of the Syrian government to cooperate with the UN to formulate and implement the new plan, the UN is preparing to launch soon, reminding the Syrian government positive cooperation with the UN formulation of the humanitarian response plans.
He continued that implementation of the response plan must be made in cooperation and coordination between the Syrian government and the UN , represented by the UN Resident Coordinator in Damascus office as the only UN on party entitled to coordinate and organize all humanitarian aid implemented in all parts of Syria , noting that the plan should state clearly and explicitly that no partnership with non-governmental organizations that work with the armed terrorist groups in any area within the Syrian territory and the need to adhere to the implementation of UN Security Council resolutions on counter-terrorism and drying up sources of its funding in implementation of relevant UNSC resolutions.
He also called for strengthening the role of the Syrian non-governmental organizations, especially the Syrian Arab Red Crescent by giving them priority in the delivery and distribution of humanitarian assistance to the beneficiaries , noting the need to develop an effective social protection system includes women, children and finding a system to enable them and to deal with them on the basis of partnership , develop the work of social aid fund and activate the role of women as an essential partner to eliminate the crisis.
The ambassador stressed the need to launch projects that support small and medium business enterprises, especially in safe areas, where stability has been restored , including old Homs in Homs city and building on successful and concrete steps “lessons learned from the humanitarian response of 2014 plan,” despite challenges impeded the implementation process especially poor funding and increased terrorism by armed terrorist organizations .
