UNSC resolution to speed up Aid Delivery

 

Jaafari: any Action to Address the Humanitarian situation will Remain limited unless Stopping Terrorism and Holding its Sponsors Accountable

NEWYORK,(ST)_ UN Security Council adopted unanimously on Monday resolution 2165 provided for  speeding up the delivery of humanitarian aid to the needy and affected people in Syria, allowing ” humanitarian convoys heading to Syria to cross the border.”

The resolution stressed the need to ensure humanitarian access to people in need urgently, without delay, ” using direct methods unconditionally to all in need, without discrimination and the establishment of a monitoring mechanism under the authority of the UN Secretary-General to monitor loading of all shipments of humanitarian relief for Syria through four specific border crossings within 180 days. “

The resolution called on all parties to ensure the access of the aid and reiterated that “the only solution to ending the crisis in Syria is a political solution through a political process.”

 

Jaafari: Using terrorism as a tool to aggravate the humanitarian situation in Syria

Syria’s permanent representative to the UN Dr. Bashar Jaafari, noted in a speech before the Council after the adoption of resolution that the human side is one of the most important aspects of the crisis in Syria, and the unrivaled dedication to use terrorism to aggravate the humanitarian situation in Syria with the aim of pressuring the Syrian government and implement its agenda interventions.

He indicated that the Syrian government, with the growing humanitarian needs as a result of the escalation of terrorist acts, adopted mechanisms and new initiatives to facilitate humanitarian access to those in need.

 

The Syrian government is keen to engage constructively with the UN agencies working in responding to humanitarian needs

Jaafari indicated that Syrian government constructive approach  in dealing with the UN agencies working in the humanitarian field has been reflected in granting of licenses for 96 Syrian NGO and 16, non-governmental international organizations in Syria, all in accordance with the UN General Assembly Resolution 46 / 182, on respecting national sovereignty of countries, while  providing humanitarian assistance.

He continued that this approach resulted in signing six response plans for humanitarian assistance between the Syrian government and “OCHA” office, for the benefit of millions of Syrians.

Jaafari suggested that the escape of millions of Iraqi refugees and displaced because of terrorism “Daesh” confirms what has been stated by Syria that the cause of asylum and displacement in Syria was due to the same reason, namely foreign- sponsored terrorism, therefore stopping terrorism is a prerequisite for ending the suffering of the Syrians as confirmed by UN Judge Carla del Ponte when she pointed out that the tragedy of the Syrian people is growing because of foreign mercenaries and ” al-Nusra Front ” and “Daesh” terrorist groups.

 

Stopping terrorism, by immediate pressure on countries financing, arming training and harboring terrorists

Jaafari stressed that the cessation of terrorism will be only through the immediate pressure on the governments of the countries financing, arming,training and harboring terrorists and facilitating their passage into the territory of Syria’s to abide by UN Security Council resolutions on counter-terrorism.

He added that the time has come for the United Nations and the Security Council to stand boldly against the practices of Saudi Arabia, Qatar and Turkey, and other terrorism sponsors, pointing out that the irresponsible pursuit to weaken the two Syrian and Iraqi states by all unethical means is the cause of feeding and spread of terrorism in the whole region.

 

Ironically, one organization classified as terrorist while its terrorist activities ignored

al-Jaafari indicated the paradox that one organization is classified as a terrorist organization and is at the same time its terrorist activities are ignored and it is enabled to obtain various forms of support, including deadly weapons, adding that some statements described these terrorist organizations as “Syrian opposition “.

al-Jaafari hinted other factors that stand against improving the humanitarian situation in Syria, including the negative effects incurred by the Syrian citizen due to the unilateral coercive measures l imposed by governments that sponsor terrorism on the Syrian people and therefore states, adopting these unilateral coercive measures are necessarily part of the humanitarian crisis and not part of the solution.

 

The Syrian government is counting on the UN responsible and impartial role s in dealing with the humanitarian situation, particularly in respecting Syrian sovereignty

Jaafari stressed that the Syrian government is counting on the UN responsible,impartial and effective role in dealing with the humanitarian situation, particularly respecting the Syrian sovereignty, not to deny the cooperation and commitment of the Syrian government in the humanitarian field and not to politicize the humanitarian aid.

He stressed the need that senior United Nations officials to abide by their mandates pursuant to Article 100 of the Charter and not to be driven by their countries’ own agendas.
