Deal between Civil Council of Ashrafieh and Sheikh Maqsoud Neighborhoods and the committee tasked by the presidency to implementing the agreement with SDF
Text of the deal between the Civil Council of the Ashrafieh and Sheikh Maqsoud Neighborhoods and the Committee Assigned by the Presidency of the Republic to Implement the Agreement with the Syrian Democratic Forces (SDF)
In the light of the commitment to enhance coexistence, maintain civil peace, and achieve the goals of the Syrian revolution for freedom and dignity, and based on the agreement among various components of the Syrian people as the optimal way to confront current challenges, it has been agreed that:
1- The neighborhoods of Sheikh Maqsoud and Ashrafieh, which have a Kurdish majority, are considered part of the city of Aleppo, and are administratively affiliated to it. The protection and respect of the social and cultural privacy of the residents of these two neighborhoods are necessary to enhance peaceful coexistence.
2. The provisions of this civil agreement apply when both the Kurdish side and the Syrian government side agree on a sustainable text.
3. The Ministry of Interior, in coordination with internal security forces, shall be responsible for protecting the residents of the neighborhoods and preventing any assaults or threats to their lives.
4. In order to maintain civil peace and ensure the safety of civilians, armed manifestations are prohibited in the neighborhoods, and weapons are restricted to the internal security forces affiliated with the Ministry of Interior in these neighborhoods.
5. Vital crossings between the neighborhoods shall be opened while keeping the main checkpoints under the supervision of the internal security forces affiliated with the Ministry of Interior of the Syrian state and the internal security in the neighborhoods.
6. Military forces shall gradually withdraw from the neighborhoods to a designated area for troop concentration.
7. An internal security center shall be established in both Ashrafieh and Sheikh Maqsoud neighborhoods.
8. A coordinating committee shall be formed to facilitate movement and transportation between the city of Aleppo and areas in northern and eastern Syria.
9. Technical committees shall be formed to implement the agreement on the ground.
10. Civil institutions shall coordinate among themselves, and services shall be provided to them without discrimination compared to other neighborhoods in Aleppo, through municipal teams present in the neighborhoods.
11. The fate of detainees from both sides in Aleppo Governorate shall be discussed, and all prisoners captured after liberation shall be exchanged.
12. The council shall be activated until there is full and fair representation in the Aleppo Governorate Council, as well as in chambers of commerce, industry, and other sectors, according to applicable laws.
13. The existing service, administrative, educational institutions, municipalities, and local councils in the neighborhoods shall be preserved until joint committees agree on a sustainable solution.
