The project is being implemented by the UAE Red Crescent in cooperation with Lattakia Governorate.

The site was opened by Lattakia Governor Amer Hilal and Secretary-General of Emirates Red Crescent Authority Hamoud Abdullah Al-Junaibi.

In another context, Hilal and Al-Junaibi as well as Rector of Tishreen University Bassam Hasan, opened two new halls at the Faculty of Dentistry that contain 60 medical dental chairs. They also opened two new halls at the Faculty of Civil Engineering that contain 120 computers. The four halls were equipped by the Emirates Red Crescent.
