Symposium on Quality, Crisis of Management

DAMASCUS, (ST)- The 17thNational Symposium on Quality organized by the Syrian Scientific Society of Quality in cooperation with the Ministry of Industry and the National Program for Quality was held recently here about the concept of quality and crisis of management.

During the seminar, the Industry Minister, Kamal Eddine Tomah, underlined the importance of commitment of the senior management to quality and human resources management “scientific management with continuous training” and defining the relationship between the responsibilities and powers as well as transparency and integrity in the administrative work and institutional work performance evaluation and decision support systems.

The Minister of Industry clarified the importance of management increases in a country that exposes to economic, political and social challenges, which imposes on departments at all levels to rise to these challenges by developing a policy and mobilizing energies and resources and investing them optimally to achieve the best results through a management that adopts the concept of quality for the preparation of the Syrian economy to the requirements of the transitional phase in the  international,economic relations, characterized by intense competition under the laws of the globalization of trade.

The minister stressed the importance of providing the requirements of achieving quality so as to prepare the Syrian economic sectors for integration into the global economy, pointing to the adoption of the national policy document of quality as an essential step to support the quality system and lay the foundations for the restructuring of the legislative and regulatory governing institutions and activities in this area and so as to create for the provision of infrastructure for quality compatible with international requirements and is able to provide support for the economy to cope with trade openness, which requires a commitment to international standards and to demonstrate this commitment through the accreditation system and other components as well as to provide funding for quality enhancement program.

“Coordination and cooperation, participatory and eliminating of duplication are indicators of the effectiveness of this system and efficiency to build these institutions, along with the quest for the introduction of quality within national priorities and putting practical recommendations and operational steps in accordance a work plan that includes all concerned bodies,” the minister added.

He also pointed to the need for the integration of the outputs of the national program for quality with other components of the program of administrative reform and economic transition in Syria to a robust economy takes care of the interests of the home and the citizen.

For his part, Chairman of the Syrian Scientific Society for Quality, Engineer Suleiman Attiya, pointed out that the current situation requires a new strategy to get out of the crisis of management through the stimulation of the Syrian establishments to adopt quality management systems and the exchange of experiences and expertise in the field of management development and building an institutional community able to respond to the crises and provide the necessary proposals to fortify the departments of crises .

“Avoiding a crisis before it happens is a solid foundation where the management system should be based upon, explaining the need to have a preventive system and taking into account all the potential problems and developing solutions and scientific studies to prevent its recurrence,”. Eng. Attiya added.

For his part , a researcher in the affairs of quality, Dr. Maen  Al-Hourani, asserted the need of the senior management commitment to quality through the application of ISO 9001 in addition to the issuance of orders or monitor vital activities and commitment to be present daily at work and firmness in achieving the goals and linked closely with process of control and internal audit in addition to providing the necessary resources to the application processes and encouragement for all the work done such as study, planning, implementation.

Dr. Rajwa Jubeili confirmed the importance of institutions to identify and manage the human and physical factors of the work environment to achieve conformity of the product or service and to recognize possible emergencies and assess the risk of products for acts of possible sabotage that requires the development of protective and suitable standards in addition to developing a potential contingency plan and training on a regular basis according to the probability of occurrence and measuring the effectiveness and performance level of responsiveness with it.
