Makhlouf, UN Deputy Envoy discuss forms of assistance that need to be provided to Syria in early recovery stage

On March 20th, Chairman of the Higher Committee for Relief, Minister of Local Administration and Environment, Engineer Hussein Makhlouf, met with the Deputy Special Envoy of the United Nations to Syria, Dr. Najat Rushdi.

The two sides discussed the latest developments and the current situation as a result of the February 6th earthquake and the forms of support that can be provided during the early recovery phase in parallel with what it is provided by international organizations to secure the essential humanitarian needs of those affected by the earthquake.

Makhlouf referred to the increasing needs as a result of the earthquake, in addition to the great challenges imposed by the terrorist war on Syria and the unilateral coercive measures imposed on the Syrians, which caused shortage in equipment and spare parts, and the theft of natural resources and Syrian oil by the American and Turkish occupations.

Makhlouf explained that, based on the state’s responsibility towards those affected, it has formed specialized technical teams whose task is to directly detect and classify the buildings in order to take the necessary action, whether demolishing, rebuilding or restoring according to each case.

Makhlouf noted the important role of Legislative Decree No. 3, including exemptions, facilities, and securing loans for reconstruction that are granted according to clear databases.

 For her part, Rushdi indicated the importance of the measures taken by the Syrian government in cooperation with all partners, stressing the work to provide humanitarian support for those affected to face the effects of the earthquake and to secure their return to their normal lives.

Rushdi said that her visit to Syria allowed her to see the reality of the damage and the conditions and needs of families, and that she will deliver them to donors to help provide the required support within the recovery plan.
