NEW YORK (ST) _Syria ‘s Permanent Representative to the UN Dr. Bashar Jaafari stressed that whole world saw the series of crimes committed by armed terrorist groups of killing, slaughtering and harassing Syrian children, while international reports made by the UN took two years to realize that the takfiri terrorist groups recruit children into their ranks, pointing out that the Syrian government is obliged to its commitments to protect its citizens, especially children, and that each violation of the safety and security of those children is subject to strict accountability mechanisms.
Regrettably, UN special representative took more than two years to include the terrorist armed groups on the list of shame over recruiting Syrian children in its ranks .
In a speech on Monday at the UN Security Council special session on the use of children in armed conflict Jaafari said: ” Although the Special Representative of the UN Secretary-General for Children and Armed Conflict Leila Zerrougui indicated in her report for the first time crimes and abuses committed by armed terrorist groups, particularly recruitment of children but what is regrettable that she needed over two years – during which dozens of media and political reports were issued by Salafi and Wahhabi Takfiri to recruit children in their ranks – to put today these terrorist armed groups on the list of shame .
” We had hoped that the UN Special Representative had requested in its recommendation in the report on Syria , known countries to stop media , intelligence and weapon support to these terrorist groups and lift unilateral economic procedures imposed on Syrian people , killing mainly children because of the absence of development programs and weakening of the national economy.” Jaafari continued.
“One reason for our concern is the insistence of the UN Special Representative to include the Syrian government forces, on the report annexed list and blaming it for bombing schools and hospitals, killing and maiming children and allegations of sexual violence against them.” He underscored.
Jaafari explained that Syria received the UN special representative by the end of 2012 and she was given documented information from the minister of education on the extent of terrorism practiced against the education sector and schools by armed terrorist groups and although she conducted extensive field visits to schools, hospitals and shelters in Damascus , and Homs and their countryside , she opted to ignore what she saw to that the Syrian government is using schools as shelters for displaced families.
Jaafari also noted the deliberate repeated attacks by the armed terrorist groups against educational institutions in Syria in documented cases in which parents were forced not to send their children to school by bombing of improvised explosive devices against schools , recalling the bombing of the Faculties of Engineering at Aleppo and Damascus universities.
He went on that armed terrorist groups ravaged, burned and stole more than 35 percent of Syrian hospitals , noting that the UN representative was given videos on preparations carried out by terrorists to blow up al-Qusair hospital and then the bombing incident itself, which took place on September 5, 2012 .” However , there is no mention to the horrific crime in the report.”Jaafari underscored.
A series of disgusting crimes committed by armed terrorist groups against children since the beginning of the crisis
As for killing and maiming of children , Jaafari said that the whole world witnessed a series of disgusting crimes committed by armed groups against children since the beginning of the crisis , noting that 14-year old child Mohammed Qatta was fired to death several days ago by members of al-Nusra affiliated fundamentalist terrorist battalion after he was tortured in front of his father and mother under charges of blasphemy in Aleppo.
He cited other examples: 4-year old Child, Faisal , who was hanged by extremist groups in Aleppo late 2012 after rape and when Al Arabia Channel enthusiastically two days ago aired a Kuwaiti Wahabbi Sheikh called Shafi Al-Ajmi as boasting in his sermons for slaughtering Syrian children in Hatla village in Deir Ezz Zour.
Jaafari questioned how armed terrorist groups crimes of rape ,sexual assault and murder against women and young girls in Syria are not mentioned in the reports of the UN Special Representative in spite of all the reports that have documented abuse by these groups in ping and sexually abusing women and girls , while sponsors of that terrorist groups in some Gulf petrodollar chiefdoms issued fatwas on satellite channels allow them such crimes under the guise of what they called “sexual jihad” .
” We deplore allocating 13 paragraphs in the report to talk about the Syrian Arab Republic with total disregard to any reference to the suffering of Syrian children living under Israeli occupation in the occupied Syrian Golan ,” Jaafari said adding: “we repeatedly diverted Ms. Zerrougui attention since she assumed her office to the need to give this issue its due importance in her reports, but unfortunately, she did not respond .”
In conclusion of his speech Jaafari said that the Syrian government is committed to its obligations on protecting its citizens, especially children, noting that the Syrian government adopted on May 6, 2013 a law provided for adding articles to the Penal Code, on criminalization of Involving children under the age of 18 of any kind of acts of hostilities and the punishment of hard labor from 10 to 20 years and a penalty of hard labor for life for crimes of raping girls under 15 year old . He stressed the Syrian government readiness for a fruitful cooperation that puts things straight away from any politicization or service to political agendas that violate relevant UN Security council resolutions , especially UN resolution No.1379.
